Chapter 41 of the Acts of 2019 shall be amended in line item 8800-0001 by striking out "For the operations of the Massachusetts emergency management agency; provided, that expenditures from this item shall be contingent upon the prior approval of the proper federal authorities......................................................................................... $1,237,600" and shall be replaced with "For the operations of the Massachusetts emergency management agency; provided, that expenditures from this item shall be contingent upon the prior approval of the proper federal authorities; provided further that funds shall be dispersed in coordination with local and state authorities to fund all seasonal shelters for families and individuals beyond their normal months of operation, to establish emergency shelters equipped with bathrooms and showers as well as quarantine shelters, to provide telehealth behavioral health services and access to medication assisted treatment, to coordinate with local food systems in order to provide regular, hygiene meal service, and to ensure all students have access to the necessary technology and materials so that they may continue their studies in the event of school closures   ......................................................................................... $11,237,600.
