To the Honorable House of Representatives,
Pursuant to Article LVI, as amended by Section 3 of Article XC, of the Amendments to the Constitution of the Commonwealth of Massachusetts, I am returning to you for amendment House Bill No. 4399, “An Act Authorizing the Town of Nantucket to Supply Itself and its Inhabitants with Water.”
This bill consolidates two pre-existing water districts in Nantucket into one Water Department under the Town of Nantucket. I support this consolidation and the resulting improved efficiency that can benefit Nantucket residents.
The bill authorizes the Town to issues bonds or notes to accomplish the transactions authorized in the legislation. To remove any possible uncertainty regarding the bill’s provision for repayment of any borrowings made by the Town to effectuate the purpose of the bill, I propose the following amendment:
That the bill, H.4399, be amended in subsection (f) of section 4, by striking out, in the first sentence, the word “it” and inserting in place thereof the following words:- said loan.
