An Act establishing an education finance reform data advisory commission.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Section 1.The Department of Elementary and Secondary Education shall establish a education finance reform data advisory commission to promote improved student outcomes.

Section 2. The education finance reform data advisory commission shall establish a data reporting and collection system for Chapter 70 finances that :

Tracks spending allocated for english language learners and low income students at the school level; 

monitors all funds allocated to school districts and reports on costs associated with administration and centrally provided services;

analyzes how spending trends correlate to minimizing achievement gaps;  and minimizes opportunity gaps.

Section 3. The education finance reform data advisory commission shall include:

representative from the Department of Elementary and Secondary Education; representative from the Executive Office of Education; representative with expertise in School Committees; representative with expertise school administration; representative with expertise in school business.; representative with expertise in vocational administration; representative from a student advisory group; representative from a parent advisory group; representative with expertise in education financing and budgets; The representative from the Department of Elementary and Secondary Education and 1 member determined by a vote of the full commission every 2 years shall serve as co-chairs.

Section 4. The education finance reform data advisory commission shall provide an annual report to the Department of Elementary and Secondary Education, the Executive Office of Education, the clerks of the senate and the house of representatives, the senate and house chairs of the joint committee on education and the chairs of the senate and house committees on ways and means no later than December, 31 of each year.
