SECTION 1. Chapter 51 of section 15 of the General Laws is hereby amended by deleting the following words at the end of the section - “without reference to such a list” and add the following in its place:
“from a list of interested parties solicited by the Town after publishing notice of such a vacancy for at least 14 days in the same manner which the Town has adopted to publish notices subject to the Open Meeting Law. If, after notifying the town committees, or if no town committee exists, the state committee, and inhabitants of the Town of such vacancy, no interested members of the two leading political parties comes forth to fill such vacancy, the Selectmen may appoint a voter who has been registered in said town for not less than two years, the aforementioned voter may be unenrolled or enrolled in a political designation; and provided further, that in no case shall an appointment to be made as to cause a board to have more than two members, including the city or town clerk, of the same political party. Only one member for the Board of Registrars, not including the Town Clerk, shall not be a member of the two leading political parties.
