Section 143 of chapter 111 of the General Laws, as appearing in the 2016 Official Edition, is hereby amended by adding the following sentences:-
However, no piggery shall be prohibited or closed absent any significant and persistent impact on air or water quality, or reasonable cause to believe that such impacts will occur. In determining whether piggeries or proposed piggeries pose or may pose significant and persistent impacts, boards shall rely on guidance and standards produced by the Natural Resources Conservation Service of the United States Department of Agriculture or other appropriate guidance and standards as identified by the department of agricultural resources.
