The Department of Conservation and Recreation shall designate a certain area along the Neponset River in Dorchester in the memory of Carl E. Hosea, Jr. The area shall be on Department controlled property at the Victory Park, Pope John Paul II Park or the surrounding area. The Department shall consult with the Hosea family to design, erect, and maintain a suitable marker that may include but is not limited to an overlook, bench, flagpole, kiosk, or memorial stone.
