In any city or town accepting the provisions of this section and notwithstanding any general or special law to the contrary, any federal employee required to work without pay or furloughed during the shutdown of the United States government shall have no penalty assessed for non-payment of any real property tax, motor vehicle excise tax, or water or sewer bill due during the period of the federal government shutdown.
