SECTION 1. Section 57C of chapter 59 of the General Laws, as appearing in the 2016 Official Edition, is hereby amended by inserting the following paragraph:-
In any city or town accepting the provisions of this section and notwithstanding any general or special law to the contrary, any federal employee required to work without pay or furloughed during the shutdown of the United States government shall have no penalty assessed for non-payment of any real property tax, motor vehicle excise tax, or water or sewer bill due during the period of the federal government shutdown. Interest or penalties may be assessed after the expiration of the 60 days following the date a continuing resolution is signed into law by the President of the United States ending the shutdown and re-opening the government. The commissioner of revenue may issue guidelines as appropriate for the implementation of this section.
