An Act relative to energy efficiency.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1: Section 21 of Chapter 25 of the Massachusetts General Laws, as appearing in the 2016 Official Edition, is hereby amended by inserting at the end of subsection (b)(1) the following sentence:-

Each plan shall provide for the acquisition of sufficient energy efficiency and clean energy resources to achieve the greenhouse gas reductions attributed to the programs in the Commonwealth’s most recent Clean Energy and Climate Plan required by the Global Warming Solutions Act of 2008.

SECTION 2: Section 21 of Chapter 25 of the General Laws, as appearing in the 2016 Official Edition, is hereby amended by inserting, in line 57, after the word “plan” following:-

, including any goals for customer switching to clean energy technologies;

SECTION 3: Section 21 of Chapter 25 of the Massachusetts General Laws, as amended by Chapter 227 of the Acts of 2018, is hereby further amended by inserting at the end of subsection (b)(3) the following sentence:-

The department shall use sector-level cost-effectiveness in all aspects of its review of the plan, including the performance incentive mechanism.
