By Mr. D'Emilia of Bridgewater, a petition (subject to Joint Rule 12) of Angelo L. D'Emilia and others for legislation to authorize on-premises consumption licensees to sell certain current inventory of alcoholic beverages to members of the general public who are not under twenty-one years of age.  Consumer Protection and Professional Licensure.

An Act relative to restaurant relief.

 

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to  provide relief to bars and restaurants during the COVID-19 pandemic, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. (a) Notwithstanding any general or special law to the contrary, all on-premises consumption licensees, licensed according to sections 12 and 19D of chapter 138 of the Massachusetts General Laws, are allowed to sell only their current inventory of beer, wine and spirits that are canned or bottled and unopened to members of the general public who are not under twenty-one years of age.  Current inventory is considered any inventory received prior to Friday, March 20, 2020.

(b) This section will expire upon termination of the state of emergency declared by the Governor on March 10, 2020.

SECTION 2.  This act shall take effect upon its passage.
