Notwithstanding any general or special law to the contrary, immediately following the expiration of the governor’s March 10, 2020 declaration of a state of emergency and for 150 days after the state of emergency expires, an establishment licensed to sell food and alcoholic beverages or only wines and malt beverages may sell food and alcoholic beverages or wine and malt beverages on a designated outdoor area on the establishment’s licensed premises subject to the following conditions: (i) the alcoholic beverages shall not be sold to a person under 21 years of age; and (ii) any order that includes alcoholic beverages shall be placed not later than the hour of which the establishment is licensed to sell alcohol or 12:00 midnight, whichever time is earlier.
