An Act establishing EMAC exemption for human services nonprofits.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Section 189A of chapter 149 of the General Laws, as amended by section 9 of chapter 63 of the acts of 2017, is hereby amended by inserting after subsection (e) the following subsection:-

(f) The director of unemployment assistance shall develop a waiver to fully exempt community-based human services organizations holding purchase-of-service contracts with the executive office of health and human services, executive office of elder affairs, department of early education and care and the department of housing and community development from paying the Employer Medical Assistance Contribution Supplement. The hardship waiver shall allow community-based human services organizations holding purchase-of-service contracts with the executive office of health and human services, executive office of elder affairs, department of early education and care and the department of housing and community development to be fully exempt from making any payments under the Supplement.
