SECTION 1. A commission is hereby established to perform a study relative to licensure or certification of medical dosimetrists and to issue a report with recommendations. The commission shall consist of 3 members of the senate: 1 who shall be appointed by the senate president, 1 who shall be the senate chair of the joint committee on public health or a designee and 1 who shall be appointed by the senate minority leader; 3 members of the house of representatives: 1 who shall be appointed by the speaker of the house, 1 who shall be the house chair of the joint committee on public health and 1 who shall be appointed by the house minority leader; 7 members who shall be appointed by the governor, including the Commissioner of Public Health or designee who shall serve as chair, 3 medical dosimetrists who have practiced in the Commonwealth of Massachusetts for a minimum of seven years, 2 physicians licensed and practicing in a radiation therapy subspecialty under the provisions of MGL Chapter 112, and 1 representative of a patient advocacy organization.
The special commission shall study the advisability of creating licensure or certification requirements for those individuals who are practicing dosimetry in the Commonwealth.
The special commission may conduct public hearings to gather information. The department of public health may provide staff and other resources to the commission as the commission and the department consider appropriate.
The commission shall make its final report and recommendations, which may include guidelines for full licensure and conditional licensing of dosimetrists, if any, together with drafts of legislation necessary to implement such recommendations, by filing the same with the joint committee on public health not later than December 31, 2020. The special commission may make such interim reports as it considers appropriate.
