An Act regulating the closure of state police barracks.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Chapter 6A of the General Laws is hereby amended by inserting after Section 18 ¾ the following section:-

Section 18 7/8. (a) The secretary of public safety and security shall provide written notice to the clerks of the senate and house of representatives of a proposed closure of a state police barracks not less than 120 days prior to the closure. The executive office of public safety and security shall conduct public hearings which shall be held in not less than 2 impacted communities before a closure and shall prepare a report which shall include, but not be limited to:

(i) an examination of the public safety impact that the closing of a barracks would have on impacted communities;

(ii) a cost analysis of the closing of a barracks including, but not limited to, the financial impact on impacted communities; and

(iii) a thorough appraisal of the building, land and structures on the property where the barracks is located including, but not limited to, annual associated maintenance costs.

(b) The report shall be filed with the clerks of the senate and house of representatives not later than 60 days after notice of a proposed closure of a state police barracks has been provided to the clerks and the clerks shall forward the report to the president of the senate, the speaker of the house of representatives and members of the senate and house of representatives whose districts include an impacted community.
