An Act relative to promoting staffing efficiency and uniformity at the Lemuel Shattuck Hospital.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Notwithstanding any general or special law to the contrary there shall be a Staffing Study to Promote Efficiency and Uniformity at the Lemuel Shattuck Hospital.

The Department of Correction, in collaboration with the Massachusetts Sheriffs’ Association, shall undertake a study to determine the appropriate staffing levels and appropriate funding levels at the Lemuel Shattuck Hospital so that the Department of Correction would solely staff the facility relative to inpatient overnight services.

The study shall look at appropriate staffing at existing facility and include a staffing plan for the new Shattuck Hospital. 

The study shall develop a staffing plan that would provide for the staffing of the Shattuck Hospital to be solely personnel from the Department of Correction and no longer require employees of county corrections to provide security at the facility.  The study shall include but not be limited to establishing the staffing needs to staff the facility and appropriate funding.  A report and recommendation shall be filed with the Senate Ways and Means, House Ways and Means, the clerks of the house and senate, and the Executive Office of Administration and Finance within three months of the passage of this legislation.
