An Act providing for Science and Technology Policy Fellows.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Chapter 268A of the General Laws is hereby amended by adding the following section after Section 6B:-

Section 6C.  (a) The Legislature finds and declares that there shall be a Massachusetts Science and Technology Policy Fellowship as a professional development program to assist state policy makers as they face increasingly complex decisions related to science and technology challenges confronting the state in the 21st century.

     (b) The services of the Massachusetts Science and Technology Policy Fellow provided by The Engineering Center Education Trust (a nonprofit corporation pursuant to Section 501(c)(3) of the Internal Revenue Code and duly authorized by the Senate Committee on Rules and the House Committee on Rules are not a compensation, a reward, or a gift to the Member of the Legislature. 

     (c)  The services of the Massachusetts Science and Technology Policy Fellow provided by the Engineering Center Education Trust and duly authorized by the Senate Committee on Rules and the House Committee on Rules is not an employee of either house of the Legislature for purposes of this section.

     (d) For purposes of this section, a Massachusetts Science and Technology Policy Fellow provided by the Engineering Center Education Trust and duly authorized by the Senate Committee on Rules and the House Committee on Rules only if both of the following requirements are satisfied:

     (1) The Massachusetts Science and Technology Fellow has been selected according to criteria, and pursuant to a process, approved by the Senate Committee on Rules and the House Committee on Rules.

     (2) The Engineering Center Education Trust has executed an agreement with the Senate Committee on Rules and the House Committee on Rules whereby the Massachusetts Science and Technology Policy Fellow is bound to abide by standards of conduct, economic interest disclosure requisites, and other requirements specified by the Senate Committee on Rules, the House Committee on Rules and the State Ethics Commission rules for special state employees.
