An Act relative to a certain ramp in the South Boston Waterfront.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. Notwithstanding any special or general law to the contrary, the secretary of transportation shall, in consultation with the secretary of public safety and security and the executive director of the Massachusetts Port Authority, and not later than November 1, 2019, authorize and direct the use of that certain ramp connecting from the Massport Haul Road to Silver Line Way in the South Boston Seaport District of the city of Boston, and then from there into the Ted Williams Tunnel, by all buses operating as MBTA Silver Line 1 and Silver Line 3 service. The secretaries and the executive director shall develop a safety and security protocol enabling the use of said ramp for State Police purposes in emergency situations and to support traffic operations designed to facilitate the safe flow of traffic in said tunnel, provided that said protocol shall consider bus operations to be a priority use of said ramp.
