An Act relative to a special commission to study an appropriate location for a public library in South Boston.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

There shall be a special commission to study an appropriate location for a public library in the South Boston section of the city of Boston. The commission shall consist of the following members: the State Senator from the First Suffolk District who shall serve as co-chair; the State Representative from the Fourth Suffolk District who shall serve as co-chair; the Mayor of Boston or a designee; The Boston City Councilor from District 2 or a designee; the commissioner of the Department of Capital Asset Management and Maintenance or a designee; 2 members appointed by the governor, 1 of whom shall be selected from a list of 3 persons nominated by the Massachusetts Board of Library Commissioners; and 1 of whom shall be selected from a list of 3 persons nominated by the Boston Planning and Development Agency.

The commission shall investigate and study the feasibility of a Public Library in South Boston, including an appropriate location. The commission may consider incorporation of a library into a larger civic space, modern concepts of library space, and flexible use of library space for civic and community purposes. The commission shall take into consideration any monies or bonding authority outlined for this purpose in Chapter 113 of the acts of 2018. The commission shall report its findings, including any proposed legislation or action, to the chairs of the senate and house committees on Ways and Means, the Mayor of Boston, and the Secretary of Administration and Finance not later than December 31, 2020.
