An Act relative to net-zero housing.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Notwithstanding any general or special law to the contrary, the state board of building regulations and standards established in section 93 of chapter 143 of the General Laws shall form a working group that may include representatives of the following trades: planning; real estate sales and brokerage; homebuilding; and solar installation to study the feasibility of requiring the installation of solar powered systems in newly-constructed housing as amendments to the state building and electric codes, and the feasibility of regulatory methods to promote housing that consumes a total amount of annual energy that is substantially equivalent to the amount of renewable energy generated on site, also known as net-zero housing. The working group shall report to the general court the result of its study and its recommendations, if any, together with drafts of legislation or regulations necessary to carry its recommendations into effect, by filing the same with the clerks of the senate and house of representatives not later than July 1, 2019.
