SECTION 1. Chapter 6 of the General Laws is hereby amended by striking out section 12V in its entirety and inserting in place thereof the following:-
Section 12V. The governor shall annually issue a proclamation setting apart the Tuesday next after the first Monday in the month of November as Massachusetts Freedom Day and recommending that it be observed by the people, with appropriate exercises in the schools and otherwise, to celebrate free and fair elections, which are the cornerstone of a vibrant, successful democracy, by protecting the freedom to vote for all residents of the commonwealth.
