An Act relative to municipal lighting authorities.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Notwithstanding any general or special law to the contrary, the department of public utilities in consultation with the department of energy resources shall develop a plan to facilitate the authorization and regulation of the creation of new municipal light districts in municipalities that choose to undertake such action. The plan shall include but not be limited to the acquisition or creation of the necessary infrastructure and mechanisms to acquire and deliver electricity to customers within the district. Said plan shall be submitted to the clerks of the Senate and House of Representatives and the Joint Committee on Telecommunications, Utilities and Energy within one year of the effective date of this act.
