Notwithstanding any special or general law to the contrary, the proponents of any development over 10,000 square feet shall be required to submit a Safety and Transportation Impact Review (STIR) to the executive offices of transportation and public safety. Said STIR shall include, but not be limited to, analysis of the: effects of vehicle traffic and safety; effects on pedestrian traffic and safety; effects on multi-modal transit; effects on public infrastructure including streets, sidewalks, crosswalks, signal lights, and lane configurations; effects on safe access to open space; and effects on public transportation. Proponents shall submit a Draft Safety and Transportation Impact Report (DSTIR) for consideration by the secretary of Transportation and secretary of public safety prior to receiving any state or municipal zoning relief, certification, authorization, approvals, or permits. The secretary of transportation and secretary of public safety shall respond to the DSTIR within 90 days with comments, and if necessary, request more information. Only after each secretary deems the Final STIR to be sufficient shall the development be eligible to seek zoning relief, certification, authorization, approvals, or permits.
