An Act relative to enhancing recycling machines at Massachusetts Bay Transportation Authority facilities.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. There shall be established, pursuant to section 2A of chapter 4 of the General Laws, a special legislative commission to study the feasibility of installing reverse vending machines, so-called, at mass transit facilities maintained by the Massachusetts Bay Transportation Authority, which, for the purposes of this act, shall include terminals, stations and garages, in order to encourage and facilitate recycling.  The commission shall study and report on: (i) the implementation costs and potential economic and environmental benefits of installing these machines; and (ii) the feasibility and administrative cost of administering reimbursements for recycled items as credits on stored-value cards to be used for the payment of fares charged by the Massachusetts Bay Transportation Authority.

The commission shall consist of seven members: two members of the house of representatives, one of whom shall be the house chair of the joint committee on transportation, and one of whom shall be the house chair of the joint committee on the environment, natural resources and agriculture; one members of the senate, one of whom shall be the senate chair of the joint committee on transportation, and one of whom shall be the senate chair of the joint committee on environment, natural resources and agriculture; and 3 of whom shall be appointed by the governor, as follows: one of whom shall be a representative from the department of transportation; 1 of whom shall be a representative from the department of environmental protection; and 1 of whom shall be a member of a non-profit organization dedicated to environmentally conscious technologies.

All commission appointments shall be made not later than 60 days after the effective date of this act.  The first meeting of the commission shall take place not later than 90 days after the effective date of this act. The commission shall submit its final report with recommendations, together with drafts of recommended legislation or regulations, if any, to the clerks of the house of representatives and the senate not later than one year following the first meeting of said commission.
