SECTION 1. Disabled and handicapped drivers should be exempted from street cleaning fines (between 8AM -12PM, the time for the street cleaning of whatever city of Massachusetts), their cars should not be towed, while they are on medical appointments, and they can prove per medical paperwork, that they were on medical appointments. Alternatively, Handicapped/Disabled drivers displaying HP decals or Plates, should be warned instead of arbitrarily and capriciously citing them and towing them.
Furthermore, they should be allowed 1 hour to get to their cars to drive to their destinations, after their medical appointments.
