An Act to commission a study on small manufacturing businesses in Massachusetts.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Notwithstanding any general or special law to the contrary, there shall hereby be established a special commission to study the effects of the gradual minimum wage increase, as established by Chapter 121 of the Acts of 2018, on the small manufacturing businesses of the commonwealth. Said commission shall study and report on topics including but not limited to: (i) the overall health of the small manufacturing businesses of the commonwealth, (ii) the impacts of said gradual minimum wage increase on total payroll costs and the overall health of the small manufacturing businesses of the commonwealth, and (iii) recommended ways to sustain and improve the overall health of the small manufacturing businesses of the commonwealth during and after the transition to a state minimum wage of fifteen dollars an hour as established by said Chapter 121 of the Acts of 2018.

The commission shall consist of the secretary of the executive office of housing & economic development or their designee, the secretary of the executive office of labor & workforce development or their designee, the house and senate chairs of the joint committee on community development & small businesses, the house and senate chairs of the joint committee on economic development & emerging technologies, house and senate chairs of the joint committee on labor & workforce development, 2 owners of small manufacturing businesses in the commonwealth, 1 member of the house in each said committee who shall be appointed by the minority leader, and 1 member of the senate in each said committee who shall be appointed by the minority leader.

The commission shall submit its findings to the clerks of the senate and house of representatives, the secretary of  the executive office of housing & economic development, the secretary of the executive office of labor & workforce development, the joint committee on community development & small businesses, the joint committee on economic development & emerging technologies, and the joint committee on labor & workforce development, not later than one year after the effective date of this act.
