An Act relative to updating the town charter in the town of Ipswich.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Section 2 of chapter 620 of the acts of 1966 is hereby amended by inserting at the end thereof the following:- "The Select Board shall work with the Finance Committee, Town Manager and officials to ensure that there are policies and best practices that produce municipal operating budgets presented at Annual Town Meetings. The Select Board shall take the leadership role in a collaborative process among public bodies and officials, that include the School Committee, Finance Committee, Planning Board and Town Manager, in the development, recommendation and implementation of long-term plans, priorities, capital expenditures and environmental protection for the town of Ipswich. The Select Board develops Town policies and regulations not under the lawful or designated jurisdiction or the duty of other public bodies or officials."
