The committee on Children, Families and Persons with Disabilities to whom was referred the petition (accompanied by bill, Senate, No. 38) of Sal N. DiDomenico, Mayor Martin J. Walsh, Paul McMurtry, Daniel J. Ryan and other members of the General Court  for legislation to promote asset building for low income residents, reports recommending that the accompanying bill (Senate, No. 2722) ought to pass.

An Act to promote asset building for low income residents.

 

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to establish forthwith the promotion of asset building for low income residents, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Chapter 18 of the General Laws is hereby amended by adding the following section:-

Section 39. Notwithstanding any general law or special law or regulation to the contrary, the department shall not employ the use of an assets test to determine an assistance unit’s financial eligibility for cash assistance under transitional aid to families with dependent children. Financial eligibility for cash assistance shall be based solely on an income test under 106 CMR 704.210 or other relevant regulation promulgated by the department.
