SECTION 1. (a) Notwithstanding the maximum number of licenses authorized to be granted under section 17 of chapter 138 of the General Laws, the licensing authority of the city known as the town of Randolph may grant up to five additional licenses for the sale of wines or malt beverages, only or both, not to be drunk on the premises, under section 15 of said chapter 138. The licenses shall be subject to all of said chapter 138 except said section 17.
(b) A license granted under this section shall not be transferable to any other person, corporation or organization for 3 years after the date of original insurance. A transfer in violation of this subsection shall render the license null and void.
(c) If a license granted under this section is revoked or no longer in use at the location of the original issuance, it shall be returned physically with all of the legal rights and privileges pertaining thereto to the licensing authority which may then grant the license to a new applicant at the same location under the same conditions as specified in this act; provided however, that the applicant shall file with the licensing authority a letter from the department of revenue and a letter from the division of unemployment assistance indicating that the license is in good standing with those entities and that all applicable taxes, fees and contributions have been paid.
SECTION 2. This act shall take effect upon its passage.
