Notwithstanding any general or special law to the contrary, the department of children and families, in consultation with the department of public health, shall collect, record and analyze non-identifying statistical data on children and families involved with the department in connection with substance use or misuse.The department of children and families shall annually submit a report, which shall include aggregate data collected for the preceding calendar year and the department's analysis, with the clerks of the house of representatives and the senate and the department of public health not later than December 31.
