Ordered, That notwithstanding Senate Rule 7 or any other rule to the contrary, the Senate Bill to reform police standards and shift resources to build a more equitable, fare and just commonwealth that values Black lives and communities of color (Senate, No. 2800) (the committee on Ways and Means having reported the bill on a part of House, No. 4398) shall be considered on Thursday, July 9, 2020.
All amendments shall be filed electronically in the office of the Clerk of the Senate by 4:00 P.M., on Tuesday, July 7, 2020. All such amendments shall be second-reading amendments to Senate, No. 2800, and shall be confined to the scope of the legislation. The Clerk shall further specify the procedure and format for filing all amendments, consistent with this order.
All redrafted and further amendments shall be filed in the office of the Clerk of the Senate by 11:00 A.M. on Thursday, July 9, 2020, and all shall be confined to the scope of the underlying amendment, except for any amendment technical or perfecting amendment by the chair of the committee on Ways and Means.
After the bill as amended is ordered to a third reading, it shall immediately be read a third time and the question shall then immediately be on passing it to be engrossed, and no amendments shall be in order at the third reading of the bill unless recommended by the committee on Bills in the Third Reading.
