An Act relative to reporting equity in higher education.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Chapter 15A of the General Laws, as appearing in the 2018 Official Edition, is hereby amended by inserting after section 6 the following section :-

Section 6A. (a) The department of higher education shall annually collect and annually report, online in a public manner, the following:

(1)the number and percentage of first-time, full-time, degree-seeking students who are completing college-level math and English by the end of their first academic year;

(2)the number and percentage of first-time, degree-seeking students are completing their expected number of credits in their first year;

(3)the number and percentage of full-time, first-time, degree-seeking students who are returning to the same institution or transferring to another institution the year after initial enrollment; and

(4)The number and percentage of students at a college as either first-time or transfer students, who graduate, transfer, attain 30 credits and/or remain enrolled, within six years after enrolling at a college as either first-time or transfer students.

(b) The department shall annually collect and annually report, online in a public manner:

(1)data comparing the percentages for white students and black students, and data comparing the percentages for white students and hispanic students, for each of the data points in paragraphs 1 to 4 of subsection (a) inclusive. This shall include a comparison of students attending a four-year institution to students attending a community college;

(2)data comparing the percentages for male students and female students for each of the data points in paragraphs 1 to 4 of subsection (a) inclusive. This shall include a comparison of students attending a four-year institution to students attending a community college; and

(3)data comparing the percentages for pell grant recipients and pell grant ineligible students for each of the data points in paragraphs 1 to 4 of subsection (a) inclusive. This shall include a comparison of students attending a four-year institution to students attending a community college.
