An Act establishing that the rights of a child to supersede the rights of the biological rights.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Chapter 119 of General Laws, as appearing in the 2018 Official Edition, is hereby amended by inserting after Section 24 the following new section:-

SECTION 24A Notwithstanding any general or special laws to the contrary, for children in custody, the rights of a child shall supersede the rights of the biological parents if, after one year, the biological parents fail to complete their service plan. The child may move forward with adoption.
