An Act relating to phone service for foster children.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
Not withstanding any General Law or special law to the contrary, any foster child under the care of the commonwealth who is six years old or older shall be provided a smart phone to provide additional oversight and protection to said foster child and is no way a substitute for services and care currently rendered by the commonwealth. Said smart phone will be limited to four pre-programmed phone numbers, one of which shall be 9-1-1- and another which shall be said foster child's case worker. Said smart phone shall also have a very limited video application which allows said child to have a face-to-face video discussion with said child's case worker. There shall be no internet browsing capability to any smart phone provided pursuant to this act.
