An Act relative to student mental health.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1.  Chapter 71 of the General Laws is hereby amended by inserting after section 37R the following section:-

Section 37S(a) Commencing July 1, 2019, a public school, including a charter school, that serves students in any of grades 7 to 12, inclusive, that issues student identification cards shall include on the student identification cards the telephone number for the National Suicide Prevention Lifeline, Crisis Text Line, and the school’s campus police or security telephone number or, if the school does not have a campus police or security telephone number, the local non-emergency telephone number.

(b) Notwithstanding subsection (a), if, as of January 1, 2019, a school subject to the requirements of subsection (a) has a supply of unissued student identification cards that do not comply with the requirement in subsection (a), the school shall issue those student identification cards to students until that supply is depleted.

(c) Subsection (a) shall apply for a student identification card issued to a new student and for a student identification card issued to replace a student’s damaged or lost student identification card at the request of that student.

SECTION 2.  Chapter 73 of the General Laws is hereby amended by inserting after section 20 the following section:-

Section 21(a) Commencing July 1, 2019, a public or private institution of higher education that issues student identification cards shall include on the student identification cards the telephone number for the National Suicide Prevention Lifeline, Crisis Text Line, and the school’s campus police or security telephone number or, if the school does not have a campus police or security telephone number, the local non-emergency telephone number.

(b) Notwithstanding subsection (a), if, as of January 1, 2019, a state university or community college subject to the requirements of subsection (a) has a supply of unissued student identification cards that do not comply with the requirement in subsection (a), the school shall issue those student identification cards to students until that supply is depleted.

(c) Subsection (a) shall apply for a student identification card issued to a new student and for a student identification card issued to replace a student’s damaged or lost student identification card at the request of that student.
