SECTION 1. Section 127I of chapter 111 of the General Laws, as appearing in the 2012 Official Edition, is hereby amended by adding the following paragraph:-
Nothing in this chapter shall be read to preempt any municipal law requiring a cash surety for a property identified as vacant or controlled by a foreclosing entity.
SECTION 2. Chapter 244, as so appearing, is hereby amended by inserting after section 40 the following section:-
Section 41. Except where explicitly denied by the General Laws, municipalities shall have authority to enact laws for the purpose of minimizing foreclosures, ensuring the safety and security of residents, preventing unnecessary displacement of residents, preventing unnecessary post-foreclosure evictions and vacancies, and ensuring the upkeep of vacant properties and those in foreclosure.
