An Act ensuring cyber security in the Commonwealth.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
There shall be established a task force to study the need for increased cyber security within government agencies and offices of the commonwealth. The task force shall consist of 9 members; 2 members of the house of representatives, 1 of whom shall be appointed by the speaker of the house, and 1 of whom shall be appointed by the minority leader of the house; 2 members of the senate, 1 of whom shall be appointed by the senate president, and 1 of whom shall be appointed by the minority leader of the senate; 2 members to be appointed by the governor; 1 member to be appointed by the auditor of the commonwealth; 1 member to be appointed by the secretary of the commonwealth; and 1 member to be appointed by the president of the Massachusetts Technology Leadership Council, Inc. The task force shall; (i) identify needs, threats, and solutions relative to cyber security, and (ii) assess the need for establishing a permanent commission to oversee the cyber security of the commonwealth and ensure that all government agencies and offices are protected from cyber threats. The task force shall report its findings to the governor and the clerks of the house of representatives and the senate, together with any recommendations for legislation, and recommendations for the creation of a permanent commission, within 1 year of the effective date of this act.
