Section 1. There is hereby established a commission to study the feasibility of further relocating state government personnel to remote work arrangements.
The commission shall consist of 8 members: the house and senate chairs of the Joint Committee on State Administration and Regulatory Oversight, one member of the committee to be appointed by the minority leader of the senate, and one member of the committee to be appointed by the minority leader of the house; two members to be appointed by the secretary of administration and finance; and two members to be appointed by the governor.
The commission shall measure the benefits to the Commonwealth of increasing remote work arrangements for state employees. The Commission shall examine factors including, but not limited to: 1) reduced greenhouse gas emissions, 2) technological improvements needed to further facilitate remote work, and 3) the potential real estate cost savings from reducing the Commonwealth’s real estate holdings.
The commission shall submit a report, including any draft legislation and regulations, to the joint committee on State Administration and Regulatory Oversight within 12 months of the enactment of this Act.
