Resolve to establish a special commission to perform an investigation and providing for a study relative to the potential implementation of a time limit for handicapped parking placard use in a metered spot.
Resolved, That, notwithstanding any general law, special law or local ordinance to the contrary, a special commission is hereby established for the purpose of conducting an investigation and study of the feasibility of establishing a time limit for handicapped parking placard use in metered spots, for potential implementation by municipalities; provided that said special commission shall consist of two members of the Senate to be appointed by the Senate President, two members of the House of Representatives to be appointed by the House Speaker, the Secretary of the Department of Transportation or a designee, the Secretary of the Department of Elder Affairs or a designee, the Director of the Office on Disability or a designee, and 2 members to be appointed by the Governor. Said appointments shall occur within 60 days of the effective date of this resolve.
The commission shall invite the submission of papers and research from interested parties and receive testimony from experts and the general public. The commission shall examine and analyze potential benefits of allowing cities and towns to implement a time limit on the usage of handicapped parking placards in metered spots, as well as the potential implementation of a standard or reduced fee after said time limit expires. The commission shall submit a detailed report with its proposals and recommendations to the clerks of the House of Representatives and Senate, as well as the Department of Transportation, the Department of Elder Affairs, and the Office on Disability no later than 18 months after the effective date of this resolve. The clerks of the House of Representatives and the Senate shall make the report available to the public via the internet. The special commission shall dissolve 60 days after the submission of the report.
