An Act establishing a commission to review health insurance coverage for medically necessary treatment in public schools.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. A special legislative commission, to consist of: 2 members of the senate, 2 members of the house of representatives, the secretary of elementary and secondary education, the commissioner of the department of public health, the director of MassHealth and 6 persons to be appointed by the governor, 1 of whom shall be appointed from a list provided by Massachusetts Advocates for Children; 1 of whom shall be appointed from a list provided by the Boston Medical Center; 1 of whom shall be appointed from a list provided by the Massachusetts Association of School Committees; 1 of whom shall be appointed from a list of public school-based physical therapists provided by the Massachusetts Association of School Superintendents; 1 of whom shall be appointed from a list provided by the Massachusetts Association of School Business Officials; 1 of whom shall be appointed from a list of public school-based physical therapists provided by the Massachusetts chapter of the American Physical Therapy Association; and the president of the Massachusetts School-Based Health Alliance, is hereby established pursuant to section 2A of chapter 4 of the General Laws for the purpose of making an investigation and study relative to health insurance coverage for medically necessary treatment in public schools.

SECTION 2. The commission shall report to the general court the results of its investigation and study and its recommendations, if any, together with drafts of legislation necessary to carry its recommendations into effect, by filing the same with the clerk of the senate and the clerk of the house of representatives on or before December 31, 2021.
