SECTION 1. Chapter 6A of the General Laws is hereby amended by inserting after section 18D the following section:-

Section 18D ½. Each municipality shall file a quarterly report with the department on monthly response times by law enforcement agencies, as defined in section 1 of chapter 6E, and other emergency response agencies to requests for 911 emergency services. The quarterly report shall include data on monthly response times broken down by census block within the municipality, including: (i) the total number of requests for 911 emergency services; (ii) the average time for any emergency services, including police, fire or emergency medical services, to respond to requests for 911 emergency services; (iii) the average time to respond to requests for 911 emergency services by law enforcement agencies; (iv) the average time to respond to requests for 911 emergency services by fire apparatus; and (v) the average time to respond to requests for 911 emergency services by emergency medical services. The department shall file each municipal quarterly report with the executive office of public safety and security, which shall consolidate the municipal quarterly reports and file a quarterly standardized statewide report with the clerks of the house of representatives and the senate.

SECTION 2. The first municipal quarterly reports pursuant section 18D of chapter 6A of the General Laws shall be submitted to the executive office of public safety and security no later than December 1, 2021. The first quarterly standardized statewide report pursuant to said section 18D of said chapter 6A shall be filed with the clerks of the house of representatives and the senate no later than January 1, 2022.
