Chapter 138 of the General Laws is amended by inserting after Section 78 the following section:-
Section 79. Any not-for-profit corporation owning or operating a skating facility in the Commonwealth that has been granted, transferred, or otherwise authorized, as of July 1, 2020, to possess or obtain an all-alcohol liquor license or any other type of liquor license, authorized by this chapter, shall be suspended, unless and until the Commission certifies and reports in writing to the House and Senate Committees on Ways and Means and the Joint Committee on Consumer Protection and Professional Licensure, that any such skating facility provides:
(i) a minimum of 20 hours of weekday ice time per week to any girls and boys high school hockey program during its season, free of charge, as a community benefit, in the municipality in which the skating facility is situated or any such facility where such corporation is headquartered; and
(ii) a minimum of 10 hours of weekday ice time per week to the not-for-profit girls and boys youth hockey program during its season, free of charge, as a community benefit, in the municipality in which the skating facility is situated or any such facility where such corporation is headquartered;
