SECTION 1. Notwithstanding the provisions of any general or special law to the contrary, there shall be established an advisory group for the purpose of promoting and making recommendations relative to the measures necessary for developing the business enterprises and workforce necessary to support and achieve the goals for expanded participation of minority and women workers and minority and women business enterprises on public construction projects.
The advisory group shall include 19 members and shall consist of: the commissioner of Division of Capital Asset Management and Maintenance, or designee; the secretary of the executive office of labor and workforce development, or designee; the executive director of the Supplier Diversity Office, or designee; 1 member appointed by the chair of the Massachusetts Black and Latino Caucus who shall serve as co-chairperson; 1 member appointed by the chair of the Massachusetts Caucus of Women Legislators who shall serve as co-chairperson; 1 member appointed by the Permanent Commission on the Status of Persons with Disabilities; the president of the Massachusetts Building Trades Council, or designee; the president of the Associated General Contractors of Massachusetts, or designee; the president of the Building Trades Employers Association Northeast, or designee; the president of the Associated Subcontractors of Massachusetts, or designee; the president of the Construction Industries of Massachusetts, or designee; the president of the Utility Contractors Association of New England, or designee; the president of the Massachusetts AFL-CIO, or designee; the president of the National Electrical Contractors Association Greater Boston Chapter, or designee; the president of the Greater Boston Plumbing Contractors Association, or designee; the president of the Massachusetts Minority Contractors Association, or designee; the president of the National Association of Women in Construction Boston Chapter, or designee; the president of the Massachusetts Association of Community Colleges, or designee; and the executive director of the Massachusetts Association of Vocational Administrators, or designee.
If a vacancy occurs on the advisory group, the advisory group may fill such vacancy. All members of the advisory group shall serve without compensation.
The advisory group shall hold its first meeting within 6 months of the passage of this act and shall convene no less than two times per year to discuss the measures necessary for developing the business enterprises and workforce necessary to support and achieve the goals for expanded participation of minority and women workers and minority and women business enterprises on public construction projects. The advisory group may file a report with its recommendations with the Joint Committee on Racial Equity, Civil Rights and Inclusion, the Joint Committee on Labor and Workforce Development and the Joint Committee on State Administration, together with any proposed legislation necessary to carry such recommendations into effect.
The advisory group shall terminate three years after the passage of this act, except as otherwise decided by a majority vote of the members.
