To the Honorable House of Representatives,
Pursuant to the provisions of Article II, Section 8, Paragraph 1, Clause (2) of the Amendments to the Constitution, as appearing in Article LXXXIX of said Amendments, I am filing for your consideration the attached legislation entitled “An Act Relative to Certain Voting Precincts in the Town of Middleton.”
I am filing this special legislation at the request of the Middleton Select Board.
This bill eliminates a sub-precinct that was recently created in the implementation of the 2021 statewide redistricting legislation. On review, the Town has determined that the sub-precinct is a zero-population census block. The Town therefore wishes to avoid unnecessary confusion by eliminating the empty sub-precinct.
The Town seeks to make this adjustment to its redistricting plan before its upcoming local and State elections, which commence with the September 6, 2022 Statewide primary election.
In view of the upcoming election date, I urge your prompt consideration of this bill.

An Act relative to certain voting precincts in the town of Middleton.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Notwithstanding any general or special law to the contrary, census block 250092121013010, as designated by the United States Census Bureau for the 2020 federal census under P.L. 94-171, shall merge with and become part of precinct 3 of the town of Middleton.
SECTION 2. This act shall take effect upon passage.
