SECTION 1. Chapter 639 of the Acts of 1950 is hereby amended by inserting after Section 8A, the following new section:-
Section 8B - No Proclamation of State of Emergency or powers associated with such proclamation or any Executive Orders or general regulations or powers pursuant to Sections 5, 7, or 8 shall remain in effect for more than 30 days without the adoption of a joint resolution of the house and senate by a three-fifths, roll-call vote of those present and voting of each chamber granting a continuation of said Proclamation of State of Emergency or powers or Executive Orders or general regulations or any part thereof. Thereafter, continuation of such orders or powers must be authorized by the house and senate by a three-fifths, roll-call vote of those present and voting of each chamber every 30 days thereafter; provided further that a quorum of the house and senate are able to take such action
