Ordered, That, the committee on Rules shall conduct an investigation and study of the existing House standing and emergency rules to ensure efficiency and transparency in the legislative process and in the administration of the House of Representatives. Said investigation and study shall include an assessment of the legislative and administrative procedures of the House including, without limitation, rules, polices and procedures related to the scheduling and consideration of legislation by the House and its committees and the rules, polices and procedures related to the administration of the House including policies and procedures related to the conduct of advocates including registered lobbyists and unregistered advocates and coalitions.
The committee on Rules may confer with Committees, Members and staff of the House of Representatives as well as others with expertise in these areas to identify best practices for the House to implement.
Counsel to the House of Representatives, appointed pursuant section 51 of chapter 3 of the General Laws and House Rule 13B shall serve as counsel to the committee in the discharge of its obligations pursuant to this order. The Clerk of the House of Representatives shall provide the committee with any information requested by the committee.
The committee shall file a report with the results of its investigation and study with the clerk of the House of Representatives on or before July 1, 2021. The report shall include, without limitation, recommendations for amendments to any current rule, policy or procedure of the House.
