An Act concerning early college and financing efforts.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Chapter 69 of the General Laws, as appearing in the 2016 Official Edition, is hereby amended by inserting after Section 36 the following section:-

Section 37. The department of elementary and secondary education may allow local school districts to permit school and guidance counselors within their districts, counseling to high school juniors and seniors relative to early college planning and financing efforts. This instruction shall include, but is not limited, to the following topics of early college planning: understanding educational loan terms and repayment process; the mechanics of borrowing money; how interest accrues; the use of credit and the impact of debt on credit worthiness.

The department may identify and provide information to each school district on cost-effective methods to ensure school and guidance counselors receive adequate training relative to financial aid counseling.
