1.) The Constitution of The Commonwealth of Massachusetts, is hereby, and thus amended, to provide that:
Each, and every inhabitant of The Commonwealth of Massachusetts, has a Right to Employable Skills Training.
2.) The provision of this Right, with equality for all individuals, shall be subject to appropriate legislation by the Great and General Court. The Commonwealth of Massachusetts, shall have statutory, and regulatory authority, to accomplish the goals of this Constitutional Amendment.
3.) All legal residents of Massachusetts, shall be eligible for a Constitutional Right to Employable Skills Training, for the purposes of assisting in their degrees of self-sufficiency, in providing sound foundations for the economic health of our people, and Commonwealth, and for the strengthening of our neighborhoods, and communities.
4.) This Right, shall permit up to two (2) years of specific technical, or other employable skills training, in an accredited technical skills program, in such institutions, and their successors, as high schools, regional vocational technical schools, junior colleges, colleges, universities, and accredited for-profit schools. The tuition costs of this training, may be compensated by The Commonwealth of Massachusetts, entirely; and/or partially by other transparent partnership arrangements with employers, and/or other appropriate institutions. At the conclusion of such training, individuals shall be encouraged, and preferably have a bridge to specific employment positions.
