An Act to strengthen reuse, repurpose, recycle.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
There shall be a special legislative commission convened for the purpose of recommending courses of action to create robust and competitive reuse, refill, repurpose and recycling industries in the Commonwealth of Massachusetts. The commission will explore what circumstances, policies, and market forces have prevented the establishment of robust industries in these areas here in the Commonwealth, and what incentives and policies the Commonwealth could create to assist and promote the development of such industries.
The commission shall consist of: the secretary of energy and environmental affairs, or a designee, who shall serve as chair of the commission; 1 member appointed by the governor; 1 member appointed by the speaker of the house of representatives; 1 member appointed by the president of the senate; 1 member appointed by the minority leader of the house of representatives; 1 member appointed by the minority leader of the senate; the chairs of the joint committee on municipalities and regional government; the chair of the house committee on global warming and climate change; the chair of the senate committee on global warming and climate change; the chairs of the joint committee on environment, natural resources and agriculture; 3 members from the private sector, 1 of whom shall be a representative of a large distribution company appointed by the Massachusetts Chamber of Commerce, 1 of whom shall be a representative of a large manufacturing company appointed by the Massachusetts Chamber of Commerce and 1 of whom shall be a representative of a large retail company appointed by the Retailers Association of Massachusetts; 3 members appointed by the Massachusetts District Office of the U.S. Small Business Administration; 1 representative from each of the 4 largest Massachusetts environmental organizations, with all other Massachusetts environmental organizations provided minutes of meetings and invitations to provide written comment on all discussions; 1 member appointed by the Massachusetts Municipal Association; a house member and a senate member from the zero waste caucus; 2 members appointed by the governor to represent towns with populations under 17,000; 1 representative each from the cities of Boston, Springfield, Lowell, Haverhill, Hyannis and Pittsfield; and 1 representative each from a reuse, refill, repurposing and recycling entity in the Commonwealth.
The commission shall report to the general court no later than 18 months after the passage of this resolve by filing its findings and recommendations with the clerks of the house of representatives and the senate.
