Resolve providing for a commission to study the affects of offshore wind projects on Massachusetts fisheries.

 

Resolved, That a special commission is hereby established for the purposes of making an investigation and study relative to the environmental and economic impacts of the offshore wind project on Massachusetts Fisheries.  The commission shall consist of: 2 members of the senate, 1 of whom shall be from the majority party, 1 of whom shall be from the minority party, one of whom shall serve as co-chair ; 4 members of the house of representatives, one of whom shall serve as co-chair, 3 of whom shall be from the majority party, 1 of whom shall be from the minority party; a designee from the Massachusetts department of marine fisheries ; a designee from the National Marine Fisheries ; a designee from the South Shore Lobstermen's Association ; a designee from the Massachusetts Fishermen's Partnership ; a designee from the Stellwagon Bank Charter Boat Association.

All appointments shall be made not later than 30 days after the effective date of this resolve. The chairperson shall meet with the commission not later than 60 days of this resolve.

Members shall not receive compensation for their services but may receive reimbursement for the reasonable expenses incurred in carrying out their responsibilities as members of the commission.

Within a year of the passing of this bill, the commission shall report to the general court the result of the investigation and study and its recommendations, if any, together with drafts of legislation to carry its recommendations into effect by filing the same with the clerk of the house of representatives who shall forward the same to the Joint Committee on Ways and Means.
