SECTION 4. The general court finds and declares that the prompt accomplishment of the important public purposes of this act by promoting the public interest and labor harmony requires the construction by project labor agreement of a new facility for the Soldiers’ Home in Holyoke to replace the existing Soldiers’ Home facility that is sufficiently extensive in size, complexity and duration for which this act authorizes funds. SECTION 5.
